Job Description:

 

Develop a standard process for the new business units defined as part of the creation of the Transportation and Economic Development (TED) Cluster; including defining the products, services, service level agreements, and corresponding performance standards and metrics for the business unit.

Provide organizational change support to the new and modified business units as they produce the necessary documentation products associated with their specific business unit. Such support shall include :

o designing workshops to elicit the necessary work products;

o facilitating and documenting the results of the workshops;

o defining standards for the various documentation products being produced by the Business Units during and after the workshops;

o assisting the Business Unit staff in actual production of the documentation products.

Provide overall Project Support to the Cluster CIO for the implementation of the organizational changes, including:

o Project Plan development and management

o Communication Management, including routine status reporting

o Issue and Risk Management

o Scope/Schedule/Quality Management

Support the Cluster Project Management Office in rolling out and maintaining the IT Governance process.

o Prepare for, facilitate and document IT Governance process refinement sessions, as required.

o Develop IT Governance training materials and conduct orientation sessions for all participants and stakeholders utilizing the IT Governance process.

o Develop key process deliverables including the IT Governance Reference Handbook, evaluation and scoring templates, Information Technology Investment Request (ITIR) form, and the Project Business Case.

 

 

Mandatory Requirement:

 

Required skills include:

 

-Overseeing projects comprised of multiple deliverables

-Delegating and coordinating of tasks

-Project status, meetings, scope changes, issues

 

Candidates should have at least 84 months experience, and at least one of the following should apply:

 

  • 96 months of experience in managing multiple large, complex IT projects defined primarily as those with the following characteristics: budget over $500,000, duration over 12 months, managing 3rd party vendors, managing external stakeholders, multi-level project team organization, and deployment to geographically diverse end users.
  • 96 months experience in engaging in project communication including leading regularly scheduled project team meetings, preparing meeting summaries, facilitating meetings to resolve project issues, preparing clear and concise status reports, presenting project status briefings to IT leadership, presenting project status briefings to project steering committees and/or agency executive management.
  • 96 months experience working in a team-oriented, collaborative environment. Ability to analyze complex problems or systems, interpret operational needs, develop integrated solutions within a team environment.
  • 96 months of experience in developing and maintaining schedules in Microsoft Project.
  • 48 months of experience in managing projects using a Project Management Body of Knowledge (PMBOK) based project management methodology containing well defined and documented processes, templates, and guidelines for all project phases, the adherence to which is required and managed by a formal Project Management Office.
  • 24 months experience assisting organizations with Strategic Planning and/or Organizational Change Management
  • 24 months experience managing Application System Development projects which use a formal System Development Life Cycle with specific tasks and distinct deliverables
  • 24 months experience performing facilitation and change management (change readiness assessment, change management communications strategy development, change management stakeholder engagement)
  • Bachelor's Degree
  • Project Management Professional Certification
