US CONSULTING - CONTRACT Business Analyst - Syracuse, NY - 24 Months Contract

Business Analyst
Location: Syracuse, NY 
Duration:24 Months
Rate is $47.50 per/hr (MAX)
Please note that our client does allow Skype/remote interviews. However they reserve the right to require an in-person interview.

Specific duties are:
1. determine current business processes, determine impact of application changes on these processes, present model processes and help the user to implement and document these processes.
2. OCFS' implementation staff will continue to provide support and training for Local District and Voluntary Agency staff to transform the business and technical approaches of New York State's child welfare information system.
3. develop preparation tools and training courses to support the deployment of the functional transformational builds in 2013 and 2014,
4. providing on-going support and technical assistance for users to maximize application features/improvements migrated in previous builds, including a focus on data integrity through use of the Multiple Person Reports to reduce duplicate persons, completing the process of full AFCARS collection, support for meeting new federal casework contact requirements and to best assign security access to data based on the role of the staff person.
Implementation's general activities will include:

     conducting orientation sessions, in conjunction with OCFS staff from the program division, for upper level management to foster leadership buy-in;
     support for business process redesign;
     self assessments/impact analyses;
     maintaining ongoing communications to support all the new functionality;
     and on-site demonstrations with key users, line staff and supervisors.

These staff also assists in providing local district staff needed technical assistance to properly document their work in order to maximize federal reimbursement:

     address non-reimbursable situations for foster care services provided to children;
     to continue to improve casework contact and AFCARS reporting performance
     meet NYTD documentation requirements



Candidates should have experience, and at least one of the following should apply:
Experience working on researching and performing information gathering activities for the implementation of an automated human service system; identifying and documenting the scope of business process changes or enhancements required by procedural changes or by changes to federal, State or local laws and statutes.
Experience in change management planning and implementing change, including experience in self assessments and developing implementation action plans
Experience working directly in the Child Welfare system in New York State, local district, or voluntary agency in New York State or another state.
Experience facilitating small groups or teams and exhibiting leadership qualities to arrive at sound business solutions to improve current business practices.

Bachelor Degree is required
