3.3 Candidate Required Skill Sets: 
3.3.1 Candidate shall have knowledge of and be able to use standard MS Office applications, SQL database applications, understand Visio and Cad drawings, and be familiar with Perlscript, HTML, Unix shell script, and network management software.
3.3.2 Candidate shall have knowledge of various LAN and WAN protocols used in network design such as Ethernet, Sonet, Frame Relay/ATM, MPLS, and ATM/Frame interworking, Ethernet/ATM interworking.
3.3.3 Candidate shall be able to coordinate projects; (not a highly trained professional project manager but one who understands and applies project tasks coordination and support).
3.3.4 Candidate shall have a working knowledge of Sun Solaris and Lucent Naviscore network management platform.
3.3.5 Candidate shall have a working knowledge of IP/TCP, SNMP, TL-1, and DNS.
3.3.6 Candidate shall have knowledge of telecommunication services.
3.3.7 Candidate shall have knowledge of path and trunking redundancy and network management redundancy.
3.3.8 Candidate shall have knowledge of routing principles, IP addressing and IP subnetting, and multicast principles. 
3.2 Candidate General Requirements:
3.2.1 Candidate shall have at minimum a BS in Electrical Engineering or similar technology degree.
3.2.2 Candidate shall have a minimum of ten years' experience in network communications or related network field with at least 5 years recent and direct involvement in designing and maintaining proactive monitoring and reporting applications for a communications network.
3.2.3 Candidate must utilize skills to evaluate the ICN monitoring platform currently in place, determine needs of the ICN organization, determine options and resources required, and document its recommendation to present to ICN management.  Potential improvement path may include additional development of in-house tools, Request for Information/Request for Proposal from outside vendors for additional tools, or a combination thereof. 
3.2.4 Candidate must have the ability to refine and execute a chosen plan.
3.2.5 Candidate shall possess excellent customer services skills to communicate effectively with internal and external customers about service, support and problem resolution.
3.2.7 Candidate shall possess superior soft skills including the ability to work with clients, negotiate requirements between stake holders, work on a team, lead and facilitate meetings, and adapt to existing ICN processes.
3.2.8 Candidate shall have the ability to complete assignments timely and submit weekly status reports indicating progress on assigned tasks, to meet assigned project due dates, and to identify and suggest resolutions for issues having a potential to adversely impact performance and/or the project.
3.2.9 Candidate shall maintain a positive working relationship with all levels of ICN staff, as well as present a positive team-oriented attitude and customer focus. 
3.2.10 Candidate shall adhere to all work rules and processes provided by the ICN project manager
3.2.11 Candidate shall be able to produce written and verbal English language instructions.
3.2.12 Candidate shall understand the written and verbal English language, presentation materials, documentation, requirement statements, problem descriptions and other forms of communication for interaction with team members and managers.
3.2.13 Candidate shall have knowledge of communications network structure and design parameters comparable to current ICN network
