Job Title: Business Analyst With HIE Experience

Duration: 12 Months

Location: Columbia, SC

Interview Type: Phone Hire

Job Description:

Participates in the leadership and management of the state's Health information Exchange (HIE)

alignment with the State HIE Cooperative Agreement Program within the federal American

Recovery and Reinvestment Act (ARRA) Health Information Technology for Economic and

Clinical Health Act (HITECH) provisions.

Leads the development and creation of an HIE business plan and sustainability model for

the State Health Information Exchange (SHIEx).

Assists in the development of a plan and support documentation for successful transition

to a permanent governance and operating organization for  SHIEx.

Assists the state in securing approvals from state and federal entities for a successful SHIEx

governance transition.

REQUIRED SKILLS (RANK IN ORDER OF

IMPORTANCE):

• Extensive knowledge in subject areas including health information technology and health information exchange.

• Superb written and oral communications skills. Strong proficiency in English is required.

• Experience in working with and creating financial models for health information exchanges. or similar entities

• Ability to interpret complex state and federal regulations, policies, and procedures.

• Willingness and ability to effectively engage with people and organizations on a continuous basis

PREFERRED SKILLS (RANK IN ORDER OF

IMPORTANCE):

• Experience in providing program oversight support to States related to the HITECH provisions, including the development of HIE strategic and operational support documentation.

• Public sector experience in grant administration and management is a plus.
