US CONSULTING - CONTRACT Business Analyst (2 positions) Des Moines, IA - 6 month initial requirement

Duties:

Schedule meetings with management and  staff on determining business procedures and incorporating security steps, process and procedures to meet Federal and State requirements

Policy Development: Draft IT policies and standard operating procedures from start to finish which includes Meeting milestones, documentation and management sign off.   Informing and demonstrating to management and staff of steps and processes of policy development.

Technical Writing: Draft security procedures, policies and plans to meet Federal and State security and business requirements

Audits: Oversee audit activities for the Information Technology Enterprise. Ensure compliance with applicable federal and state statutory, regulatory, and contractual requirements. Participate in IRS, HIPAA, SSA, State, and other information security audits. Prepare remediation plans and track agency progress in correcting audit findings.

BA4-11 or more years of experience.  These consultants are recognized as top professionals in their chosen field and may be considered "Guru" subject-matter experts in IT Professional Services.  Individuals possess multiple years of experience and are extremely competent and will typically hold advanced education degrees or certifications such as a Microsoft Certified Programmer Certified Business Analyst Professional (CBAP) or Project Manager Professional (PMP).  *These advanced degrees and certifications may substitute, at the sole discretion of the State, for experience at this skill set level, and for this skill set level only.  They have worked on multiple critical projects; have demonstrated the judgment to plan and accomplish goals; perform a variety of complicated tasks, and may lead and direct the work of others. This expert may report directly to Director or CIO level management; a wide degree of creativity and latitude is expected.
